Add description section for objectives

Problem: Objectives don't currently have any description or explanation surrounding them, so when someone else comes into Tability and is tracking that objective, they won't understand how that objective came about and how to track it.
Solution: Ability to have a pop up that provides a description or a space next to the objective that allows for 2 sentences.

You can now add a description (and tags!) to objectives.

I really like the idea that we can also add hyperlinks to things like a confluence page here, for more information about that objective.
