Allow people to have general comments on objectives, key results and initiatives

Right now you need to can't leave a comment unless there's already a check-in available or a status update on an initiative.

We should have a simple way for people to leave open comments on any item.

Hi Sten, I think it is interesting during the drafting phase of the OKRs to enable the people of a company to comment the plans of each others. As a product Manager I need to ask the engineering team to contribute to my OKRs. If they missed some items, i could comment their plan to add or adjust their plan accordingly.
