Notify parent outcome when a check-in is made in aligned outcomes

Problem:
We have a feature to align outcomes to a parent, but this feature only shows the relationship in a tab.
One simple improvements would be to notify the owner of the parent outcome whenever a check-in is made in one of the linked outcomes.
This would allow users to react and update the parent value if required.
